There's no telling what will become of the downtrodden Transit Law reforms that lawmakers approved last week.
When this reporter and a Tico Times photographer met with Francisco de Paula Gutiérrez, the president of the Central Bank of Costa Rica (BCCR) welcomed us into his office, offered coffee, sat comfortably in a leather lounge chair and repeatedly apologized for running a few minutes behind schedule – something unheard of (the apology, not the delay).

Vigil: Cyclists, runners and others on Thursday staged a candlelight vigil outside of the Legislative Assembly in memory of Christopher Lang, 31, a cyclist who was killed by a drunk driver last Sunday. The Assembly is currently considering reforms to the new Transit Law that would raise the permissible blood-alcohol level for drivers.
