Former Caja Chief Arrested, Trade, Transport Happy Children's Day! Most schools and kindergartens around the country are hosting parties to celebrate Children's Day. The José Figueres Ferrer Cultural Center in San Ramón, west of Alajuela, features a Children's Festival 3-5 p.m. Kids 6-12 can enjoy traditional games, artistic workshops, and other events. Former Social Security System (Caja) director Eliseo Vargas, arrested Tuesday, was doled out a six-month preventive detention order yesterday by a San José judge while prosecutors investigate his full involvement in the erupting scandal related to the Finland Project, the Judicial Branch announced. The daily La Nación reported yesterday that Vargas is being investigated for allegedly paying former Caja modernization chief Juan Carlos Sánchez $200,000 in certificates originating from businesses linked to Corporación Fischel. Fischel, a Costa Rican pharmaceutical company, is under investigation for its involvement in the Finland Project – a $39.5 million loan from the government of Finland to update medical equipment in the nation's state-run hospitals. Fischel is the Costa Rican distributor for the Finnish company Instrumentarium, which won the bid to supply the nation with 3,037 items of medical equipment in December 2001. The requirements the government set during the bidding process had excluded all potential bidders except Instrumentarium. Last Saturday evening, Channel 7 News reported that former President Rafael Ángel Calderón (1990-94) had received payments of $440,500 from Panamanian companies linked to Fischel. A San José judge on Sunday prohibited Calderón from leaving the country during the investigation. Calderón, cornered by reporters Monday as he attempted to visit economic crimes prosecutor Wárner Molina, declined to explain the transactions any further than his statement Sunday that the money was for “correct acts.” The prosecutor opted not to visit with Calderón, explaining to the former President that he had a “full agenda.”
In the latest in a series of government resignations, Public Works and Transport Minister Javier Chaves and Foreign Trade Minister Alberto Trejos resigned yesterday. Chaves and Trejos became the 13 th and 14 th ministers in President Abel Pacheco's Cabinet to resign since Pacheco took office in May 2002. The decision came two days after Presidency Minister Ricardo Toledo, who was widely regarded as Pacheco's right-hand man, announced he was resigning from his post. Only 9 of the original 21 ministers of the Pacheco administration remain in their posts. Persian, Siamese, Turkish Angora, Rex and Malaysian are some of the 15 breeds of cats that will be represented in the 2 nd Domestic Feline Exhibition at the Universidad Nacional's School of Veterinary Medicine in Heredia, north of San José, Sunday at 11 a.m. The event will also feature contests, pet supplies will be on sale and cats will be available for adoption.
