MANAGUA, Nicaragua – While Costa Rica and Nicaragua eagerly await the preliminary border ruling from the International Court of Justice, the Nicaraguan Institute of Territorial Studies (INETER) on Tuesday released a new official map of the country that includes the disputed border territory as part of Nicaragua.

Until yesterday, INETER’s official map of Nicaragua showed the disputed region, which Nicaragua calls “Harbor Head” and Costa Rica calls “Calero Island”, as belonging to Costa Rica. The old official map had been a source of criticism, concern and ridicule, making Nicaragua’s claim to the disputed region appear inconsistent with its own map.

Nicaragua’s efforts to “correct” the mistake with the new map have also been met with criticism – only this time from Costa Rica.

Costa Rica has appealed to the World Court to intervene in the dispute and determine the true location of the border, and the true ownership of the disputed strip of swampland.

The Court’s preliminary ruling on whether to order Nicaraguan troops and dredging efforts out of the disputed area is expected sometime this month. But the Court’s final determination about the border’s exact location could take up to four more years.

There is no such thing as "Communism." We live in a world of commerce and mercantilism, even The People's Republic of China known as a "Communist Country," integrates Capitalism to a large extent. To state that Nicaragua is a communist country is irrelevant and ignorant given the historic significances in the past 20 years. We live in a world filled with competitive trade-offs. No longer a battle of the right and the left, but a struggle between natural resources. Nicaragua is known in the region as one of the most educated populations in the world. Their illiteracy rate makes Costa Rica look like a country of mongols. Education has taken a vast step in the control of the tourism industry of which Nicaragua and Costa Rica now find themselves. The crime rate in Nicaragua is low. While all the countries of in the Hemosphere including Costa Rica watch their safety become jeopardized by Drug gangs (MS13, M18 etc.) and Drug Cartels, the huge populous of tourists now turn their attention to Nicaragua, where their safety is all but guaranteed. Daniel Ortega was elected by the people, and therefore is no dictator. Because of the "fear" that many in Central america have to Ortega's administration, we find that gangs and drugloards avoid passing through Nicaragua, creating an atmosphere as safe as Norway, Denmark and Sweden. we might call Nicaragua a "socialist" model, in the way that most Northern established democracies in Europe function with close to 0% crime, and 100% education. Maybe this is a new model to follow. Nicaragua has taken a step forward from the years of Somoza and the Sandinista regime of the 1980's, it is a diffrent country, one with growth and determination that now sees it's seeds of growth with investment being at it's highest point. As many markets across the world sour in disgust, Nicaragua presents a unique opportunity for growth and tourism. As a Capitalist, I have always thought that a country like Costa Rica is safe because they have "no military," but now it is obvious that this creates a vacuum of corruption and crime across the Costa Rican countryside. At a time when Mexico is unsafe for tourism, Nicaragua will continue to be the safest in the region, even if some call it a "communist" country. If that is the tradeoff to having drug gangs and cartels in my backyard as I vacation, then, hey time to take a dip in the beaches of Nicaragua. For years, I have travelled with family and friends to Costa Rica, finding it a beautiful escape, but also feeling less protected. Nicaragua offers a great environment of protection to tourists and the like. Google may rethink having their offices in Costa Rica, Nicaragua is the new gold rush for industry and development. the future billionaires will be those who have begun investing in this peaceful country Nicaragua.
What would you expect from a communist dictator government in Nicaragua. Wait, maybe I should go by the new brand name for communism: socialist democracy. Funny how the majority of college students in Costa Rica who seem to find numerous "issues" to protest are silent on this one. That would tell me whose side they agree with or maybe they haven't been educated on which side to take.
As for "The Doc C-V", brother are you confused. Charging high citizens large sums of monies to enter CR is a deterrent to keep the Nicas from coming in and (stealing) work and causing crime in Costa Rica. While not all Nicas are bad, it's the desperate ones who break the law to get into the country to suck off CR's system. Remember that there are 3 words left off the sentence most people use when describing Illegal Immigrants who do the entry level work. Illegals do the work FOR LESS MONEY than the locals..
Nicaragua is not safer than Costa Rica my friend. Costa Rica is becoming more violent, but nowhere as bad as Nicaragua.

Costa Rica & Panama charging Nicaragua and all Central American citizens north of the San Juan $500 USD, to enter the country. You tell me who's not cooperating, and who's causing division amongst the brootherhood of Central American countries. Rifts like this create a xenophobic atmosphere. The power to divide has been at the center of Costa Rican politics, which shows it's reluctance to be a working member of the international community. Costa Rica violates this fundamental HUMAN RIGHT TO EMIGRATE!! I would not invest in Costa Rica, it is turning into a country where drug trade and violence is running rampant. Nicaragua is the safest country in all of Central America because of education, something that is lacking up to the core of the Costa Rican government. Tourism has a new dynamic, "Pura Vida Nicaragua"
Understandable, but it also shows Google's inability to find a common ground due to inactive communication between both countries on the border, known as "mojones." Google's offices are in Costa Rica, and it almost comes as a surprise that they would agree to any boundary without having a bias. Must be taken with a grain of salt. Hope Nicaragua and Costa Rica can come out of this okay and possibly be more diplomatic in cases that could have been handled regionally. The OAS lost it's legitimacy, by jumping on an issue where facts did not abound. This organization should be disolved, and a new one created that can represent each country with equal weight, less we forget that Oscar Arias ex-Pres. of Costa Rica led that Organization not too long ago.
Dear Dr. Calero-Valdez,

Google Maps has not announced any decision to support Nicaragua's claims regarding "Harbor Head". On 5 Nov. 2010 they announced that they had erred in showing that territory as part of Nicaragua, and on 11 Nov. they made the appropriate correction on the software for Google Earth:

http://google-latlong.blogspot.com/2010/11/regarding-boundary-between-costa-rica.html

http://google-latlong.blogspot.com/2010/11/costa-rican-nicaraguan-country-border.html

The correction on Google Maps has been pending since then. The reason is probably that implementing the change in Google Maps requires greater resolution of points along the border than what they are using at the moment (which probably also explains where the confusion comes from in the first place).

Nicaragua's La Prensa has published a note today in which the fact that the correction on Google Maps has not been implemented is offered as vindication of Nicaragua's claims. This is either a confusion on the journalists' part or deliberate misinformation.
One day I dream we no longer have borders in any part of the world. The "PASSPORT" is the "GREATEST ABUSER" of Human Rights. The number one right of all human beings, is the right to emigrate anywhere. Borders create conflicts and isolate us as a world community. I hope the UN fulfills this right one day instead of creating courts that divide us as fellow human beings.
Nicaragua must demand an Apology, if one is not given in this matter, sanctions on resolution votes in the UN pertaining to Nicaragua must not be taken seriously for Costa Rica and their allies towards Nicaragua. Harbour Head is Nicaragua's and Isla Calero, now only just a figment of their imagination. 150 years of confusion, for two countries that have had lasting friendships throughout history. The people of Nicaragua and Costa Rica share a bloodline that comes from the Nicarao and Nicoya. Nicaragua created Costa Rica for other "new" Nicaraguans, now through time called, "Costa Ricans." history as much as it's watered down can never truly be erased.
Going over the facts for the past month, working tirelessly on this important information in the ICJ, printing out the Syllabi for my Master's degree candidates, I came across something very important. We sometimes as people and governments "jump" to a conclusion, without meritous facts and without cautioned ambition. We must use Costa Rica's approach as an important tool in diplomacy. Costa Rica, screamed "INVASION," when Nicaraguan troops entered Harbour Head, this created a rift diplomatically and withing channels of diplomatic cooperation. Understandably so, Costa Rica only a few months of having lost it's grip on the Rio San Juan, when the Court ruled "FOR" Nicaragua as having "SUPREME DOMINANCE," we find that Roverssi, Castro & Tijerino shot at the mouth without facts in hand. This is diplomatic suicide, and warrants a scolding by the international security. I agreed with many scholars in the geographical presentations brought into the ICJ by Nicaragua. Hence, I found that Costa Rica lacked any "real" substance in their point-of-view. Nicaragua never invaded Costa Rica, and a quasi-apology by the sister country of Costa Rica must be given to Nicaragua.
Google sided with Nicaragua on this today. Google investigated all the information submitted to the ICJ and has concluded to bring the map back in place giving "Harbour Head" aka Isla Calero to Nicaragua. Google is an information super-hub, and we can't discount the loops and arrays taht went into computing all this info, but one thing is clear, Costa Rica must begin to start anew with a Cabinet. Laura Chinchilla must due the prudent thing, save face, and fire her entire Cabinet. Take a page from Hosni Mubarack and the King of Jordan, and begin by firing Tijerino and Castro. This negative image will cost Costa Rica negatively in any relavant upcoming issues. Disgraceful work by Rene Castro violating the UN Charter as well as creating international scrutiny on a fellow member. Laura Chinchilla will now have a legacy, the "Costa Rican President that lost in the ICJ over something so basic that a few diplomatic visits with Nicaragua could have cured. Tourism is now shot for Costa Rica. 56% of the tourism industry depends on the Rio San Juan, and now Nicaragua will have that market entirely. Flora & Fauna and the slogan of "Pura Vida," is now a deaftone in the earpiece of international tourism. Nicaragua, the new touristic destination. Chinchilla has failed us.
